I don´t think they would ask for a referendum, because they arleady know the answer, wich is get out now. That is being said loud and clear by the American Voter in the last election with the democratic victory and by the gazillion polls that show that the people do not support president Bush waging the war the way he has done so far.
As I see it, is very politically sensitive for Congress to go for the referendum, they can be seen as not supporting the troops and there is always that ego factor that says "we know what is best for the country".

For the same reason companies are not ran by all the employees...nothing would get done. There has to be one person in charge (the president)...we might always light the manager/president, but we have to go along with it.
If we really want our troops out of Iraq, we need to make sure we elect someone who will do just that in 2008.

They don't have the b#lls. They want to be against the war without p#ssing off the Americans who will not like it if they actually take action that does anything that might hurt the troops over there.

a referendum would be a disaster because half the people who say they want our troops out of iraq don't even know why we're there. we can't anyway because our federal government isn't set up like that.

the president is the commander-in-chief. the congress cannot micro-manage the military. The people cannot countermand his orders.
all we can do is refuse to re-elect the president if he does badly. this does not matter with a lame duck
that is why you must be very very careful who you elect in the first place.

That'll never fly. You'd have a better chance of eliminating the electorial college and the president get voted in by the popular vote....in which I'm all for anyway.
