"Well im on my way, my babysitting rate is_______. Will you be paying me now or would tomorrow morning be better for you?"....... And if they pay you more, accept it and say "thank you very much and if you need me ever again please give me a call anytime."

You should discuss your rate before you start watching the kids, so there is no misunderstanding. If they give you more than that, you should say "Is this a tip?", or "Thank you very much!", and mean it.
You shouldn't ask for the money right away unless you have to leave right then. They just got home from working or a night out, and may want a minute to see the kids, put away coats, leftovers, or whatever. You can use the time to tell them what happened while they were gone, what the kids ate, what games you played with them, when they went to bed, if they did their own homework, etc. As a parent, I appreciated knowing what the sitter did with my son while we were out. This lets the parents know that you are a responsible sitter, and that you want to do a good job, too.
If nothing seems to be happening, you can say, "I need to get home and do my homework yet tonight. Could you pay me so that I can leave and be out of your way?"

well, they don't typically pay you the instant they walk in the door. give some time for small talk. tell them about the funny thing that little timmy did, and give them time to tell you about how great dinner was, and blah blah blah. if you get to the point that you are about to walk out the door, and they haven't paid you yet, say something like, "so... that was 4 hours... (then act like you're thinking really hard about how to add this up)... at 6 dollars an hour... (start squinting and looking up at the ceiling)... (they really should have gotten the hint and paid you at your first pause, but you can finish it up if you really need to)... so... that's going to be 24 dollars. if they give you more than your rate, accept it as a tip.
btw i completely made up the 6 dollar thing... i am in no way suggesting how much you should be charging.

Chances are that you will never have to ask for the money. Calculate the hourly rate you agreed upon times the hours that you babysat so you know the appropriate amount before the parents get home. If they neglect to pay you before you leave, simply ask them, "Will you pay me tonight?" More than likely, this will never happen, so don't worry. If they pay you more than you expect, thank them and let them know that you enjoy sitting for them (if you really do). Have fun and take good care of the little ones you're taking care of:)

They should offer it before you go home, and if they give you more, accept it, and what you say is "thank you, I enjoyed working for you, the kids are great". If they don't offer to pay you and and you get all the way home without being paid, I would ask your parents to handle it for you. And then, never babysit for them again.

You need to get into the habit of making things clear in jobs and in business, so what better time to start? They should pay you before you leave, but you can politely ask them.
In the unlikely event they indicate no, you can specify that you need to receive it then.
And definitely accept any additonal amount they might graciously give you.
