first off a tuner is a street racing car like in the fast and the furious. wat i wanna kno is if it is possible to make it a tuner. i already got a cold air intake, fuel injection, and a sound system. i wanna kno if i can fit a turbo system under the hood and if there are body kits out there for my car. if u kno, how much wuld it cost, and any suggestions? thxs

You could make the car look like and sound like one but the grand marquis is too heavy, and to make it fast it would cost a lot of money. I would start with a car that is not as heavy

Okay...not calling you 100 kinds of idiot is taking a lot of restraint...there is actually stuff to address here...
If you're interested in anything other than straight-line speed, get a different car. You've got a 2 ton behemoth there, with a live axle. I am as sure as I've ever been of anything that you don't have the budget or the expertise to make that thing handle.
The car came with fuel injection.
A sound system does not make your car any faster. In fact, it will only slow it down.
It does NOT put out 317 horsepower. Whatever 2n3r 2fast2furious bullshit magazine or website told you you'd get certain power gains with your near-pointless bolt-on modz was lying. Without forced induction, or new heads, or a new/remapped ECU, you're not getting anywhere close to that. I doubt you're even seeing 317 ft-lbs of torque.
That said, I'm sure you can run mild boost.
You're starting with the wrong car, anyway. It's too heavy, and just isn't designed for what you seem to want.
That said, if you've got a shitload of money to throw at this (and I'm sure you don't), this is what you are looking for:

There are also kits for the T-bird/Cougar which might be compatible (if it was a 96 or 97 marquis they would be anyway).
If you can get your hands on one, a supercharged SVT Cobra engine should fit your car...but the wiring wouldn't be the same, so that would need work.
You know you're talking about a car which was designed for fleet work...it's designed to be tough and relatively comfortable, and the engine isn't set up for raw speed, but for having torque available at all times. It could be done...well, you could make the car faster....but it can't be done WELL. Get a different car.
edit: Get a Lincoln Mark VIII LSC - 180mph almost out of the box (make sure your tires are rated for it, tape up the seams, remove the side mirrors, and lower the suspension)

first off tuner cars are cars that have best of the best handling/turning duh a real NFS fan would know. 2nd also it counts the maker like scion is a tuner company,toyata, and many others. 3rd you cant make a car a tuner. 4th for more knowledge there are three types of cars:
exotic, muscle, and tuner. A example of exotic is forgein cars like lamborghi ferrai,cadlliac there small and fast. Muscle cars are like chrysler, ford, dodge they have big engines and have the worst handling of them all but very fast with acceleratoon(Also racing cars). And your favorite tuner, tuner cars are not very fast but awesome handling like nissan,toyata,etc.
But serouisly you cant make a car a tuner. Like if you have a mustang its a muscle car you cant make it a tuner.(Ford can be a exotic also because of cars made else wear like some fords are made in Itlay)
1999 grand marquis is a luxury car made by mercury.Mercury isnt in tuner,muscle,or exotic. Keep your car a luxury.

Thats not a tuner car.. its a BOAT.
Sure you could turbo that 4.6 but why would you?
It cant turn corners and it handles like a jacuzzi tub.
Dont waste money on it. Buy a REAL tuner car like a supra if you're serious about it

Only if you can afford the gas to go with your lead sled... see a body shop for custom fiberglass, tails and wings and ground effects... just add a nitrous system and no turbo needed unless you plan on a complete motor overhaul... then find a better ride to convert...It's all about time and $$$$...
