you want to copy a poster whose dimensions are 24 inches by 30 inches onto a piece of paper 11 inches by 17 inches. You want the image as large as possible, but maintain the proportions of the original poster. What scaling factor will you use?

Reduce the 24 to 11 and the 30 to (11/24)*30=13.75. Therefore, 11/24 will be your scale factor.

We must maintain a ratio of 5/4 to retain picture proportion.
5/ 4 = 17 /11, so width (24 inches) could be scaled to 11 inches by using a scaling factor of of 11/24.
Then the height (30 inches) would have to be scaled the same amount to give 11/24*30 =13.75

So the new poster would be 11 inches wide and 13.75 inches high. This is the max size and would leeav no room for borders on the sides.

you must pick the smaller of the ratios 11/24 or 17/30. in this case 11/24 is smaller at about 45%.
