If you feel it start to shake when you start moving it is a seperated tire or bent wheel. You would not feel a balance problem at that slow of a speed.

I'd check tie rod ends, drag link, idler arm and lower and upper ball joints. On to the tires. A broken tire belt can easily picked up if the offending tires are on the rear by jacking up the rear pumpkin and sliding jackstands under the axle tubes. Check while the tires while rotating for slipped belts bulging sidewalls. If they check out, have the tires balanced with a Hunter Force Wheel Balancer. I'm sure you'll nail it down

Tires out of balance is the most likely cause.

You can easily have the balance checked and have the tires rebalanced cheaply and quickly at any tire shop. If the tread is still good, dont let them tell you taht something is seriously wrong with your tire without showing you what it is. Alot of shady people trying to make a buck off of ignorant people in this biz. And truck tires are expensive, as you know.
