Yes you are responsible for any cost incurred. You can always hop on a greyhound across the boarder. Restrictions are only for air travel.

The US is not stopping Americans from returning. They will allow you to return to the US, but will take your name and give you information on getting a passport (or the other approved US ids). Don't try this often, or they might stop you. As for getting stuck in Canada and having to pay your bills, yup!! The law was passed and information was easily available....if you didn't want to listen, that is your problem, not the US governments.
