It would depend on the circumstances. I don't believe anything until I see it for my own eyes. Just like I say "don't believe everything you read".

Yes it means you have to use your God given intelligence to ascertain actual truth. Also if it has to do about someone or some gossip, definitely don't believe, and even if you see something with your own eyes, your eyes can trick you and are imperfect so be careful to believe that. Read Bhagavad Gita As it is By Bhaktivedanta Prabhupada which helps one understand Truth and how to discriminate it absolutely.
