Yes they do, but not nearly as much as when they are turned on. The term is called static electricity. I've heard that you can save energy if you unplug things if you are going on vacation for a week or two. The bigger the appliance, the more you will save. Just make sure you don't unplug things like a computer or things that rely on memory or you will have problems, or at least a hassle, in getting them re-programmed.

I dont think appliances still do but I have heard if you keep a transformer plugged in it still sucks up power even if it isnt chargeing something.
