first of all,vietnam is a socialist republic. that being said, it is ruled by the communist party which is the only party that can hold government office. still, there is a subtle, ideological difference between the two. in vietnam, the government will not tell you how many children you can have, what religion you can worship or what your job will be. as a matter of fact, i think the vietnamese vice premier is a woman.
the government tries to let people live their lives without undo interference. however, if you are disruptive to the social order, you're in big trouble unless you have lots and lots of money. that's why gary glitter didn't face a firing squad for molesting kids there. but he will never step foot in vietnam again. the government is very nationalistic and wants what is best for vietnamese people.
in my experience, vietnamese justice is always swift and usually fair (see above).
i have been travelling to vietnam for ten years now and the most common complaint i hear is that such and such party official is corrupt. my usual response is to remind them how two parties generally result in twice the corruption. lol

North Vietnam has been controlled by communism since 1955. The country as a whole has been under commnuist control since 1975. The proof is in black and white on Wikipedia and anything else you might find about Vietnam's government. Take a look:

Vietnam is one of the five remaining communist countries in the world. What may make some think Vietnam is not a communist country is because their economy is market controlled (capitalism) like most of the rest of the world. Although Vietnam's economy is market controlled, their government is central controlled (communism). One party controls the government, makes the laws, dictates policy, etc. China has similar communist controls. Both countries happen to be the fastest growing economies in the world at this time.
Leninist style communism, which was present in the former Soviet Union abnd still present in Cuba and North Korea, is what most people relate to as communism. These countries have central controlled economies and central controlled governments. Cuba and North Korea are also two of the poorest countries in the world.. Go figure!!!

Nothing... I don't believe it is a communist country. But if you think so, I guess it would be because it has such an overriding infulence from China, which is right North of Vietnam, and China is a secret communist.
