Develop your art with lessons, community and extracurricular school theater, and other arts groups, and build a resume that will get you experience. Develop yourself in other ways. Communication skills, set design/visual art/costume sewing, singing, gymnastics, public speaking, modeling, leadership, teamwork, and confidence building exercises.
Get your pic and bio out there...maybe mass mailers to anyone you think can help you get a name for yourself.
See if your parents can help you make connections with other adults like their lawyer friend who knows someone who knows someone in the biz.
Hang out where these people hang out...not sleazy places but trendy cafes and such...maybe a part time job?
For God's sake, keep your clothes on. Don't compromise yourself. Even if you don't make it in Hollywood, you will still have your dignity.
Remember you are still a kid, chasing such a cut throat profession will rob you of your childhood if you aren't careful. There are plenty of ways to be a star on your own terms, even if the world doesn't know who you are, be the best YOU that you can be, and then you will be a star to your friends and loved ones, develop a good reputation in your community.

it REALLY helps if you start going to acting classes first and thats where a few scouts and acting agents go to look for actresses. ALSO you start meeting other actresses and they know where to go for auditions and they also know all the good agents. good luck! hopw it helps! also just keep knocking on doors. no matter how many times you get rejected never quit. megan mullaly didnt start acting till she was 40. so if your serious about it go for it. also you need to be really dedicated and have someone with you at all times and a ride at all times and good support it helps a lot.

Maybe try making your own videos or short movies and post them on youtube. Just a thought, might get you some notice if they're good.
