Check your state laws (google "tenant rights" + your state to see what they tell tenants), but it sounds like your tenant is playing you.

Yes a renter has to pay rent in a place that needs repairs. Yes you can evict her if she is behind 30 days on her rent.
Has she sent you a letter telling you what repairs are needed? If so have you made the repairs? If she hasn't notified you she has no case whatsoever.
Speak with an attorney if you are unsure of handling it by yourself.

Your tent ant is only stalling for more time before she is out on the street.
I worked for a property management company and no tent ant can stay in an apartment rent free--. A tent ant with an average IQ would have told you verbally when she paid her rent. If the repairs were not made, then she should have put it in writing two weeks later. Then if the repairs were still not made, she should have sent you a certificate letter to owner via you if she did not have the owner address.
A couple of times tenants that were behind in their rent they would come up with all types of problem; Clog toilets, no running water(they would turn off the water and claim that we turned the water off to their apartment and that is why they are not paying their rent. (';).
I would suggest that you contact your legal adviser or the legal owner of the property.
Why have you waited this long without giving her a notice to move?

are the repairs that need to be done endangering the health of the said occupant? if not then she still has to pay rent did she sign a formal contract? if she did she still has to pay rent, you can evict her for being 14 days late on rent just take it to court and you can have her gone and yes you as the owner of the property have a lot of rights you need to read the contract that you and her signed together and check your states landlord tenant act

Talk to the landlord about possibly reducing the rent. The broken pipe is not your fault and a big inconvenience to you. Get some renter's insurance. You still have to pay rent.

Yes she still has to pay rent but she does not have to pay for the repairs unless she made the problems in the first places.Also you can evict her if she has not payed the rent if you have to involve the cops they will give her thirty days to get out.

She doesn't have the right to withold the rent. What she can do is, depending on the repairs, have them fixed and send you the bill. You might want to talk to someone at legal aide or check you local library because sometimes they have lawyers that come in to give advice for free. 8+}

yes she has to pay you even if it needs repairs but she does need to write those things down and submitt it to you and you are required to fix these things....you can evict her too.
