It's called vector art, or "vectoring" and it's usually done in a vector based program (i.e. - Adobe Illustrator). This style can also be done in a raster-based program (i.e. - Adobe Photoshop), but a lot of people don't consider it "true vector art." In a raster-based program, it's called "vexel art" (combination of the word "vector" and "pixel"), but the end result looks almost exactly the same.
As for how you can do this yourself, first you'd need a program similar to the ones I mentioned above. After that, all you have to do is enter "vector tutorials" into Google and a whole slew of tutorials should pop up for you to help you out.

If you've got great artistic abilities, you can try photoshop, but I think google picasa is you best bet.
just google it- download it and get busy!
