All their scales? My goldfish tend to roughplay and scrape against gravel or ornaments and scrape some scales off. I usually put in a water cleaner with aloe vera and they grow back fast. I don't know about loosing all scales though.

Well this depends on how many scales and why they were lost. If only a few were lost due to an injury then it's likely the fish will grow new scales and be fine.

Your fish is probably sick from this Scale Loss- If your fish are losing scales for no apparent reason then it is commonly found to be caused from Myxosporidiosis. The only treatment for this is to keep doing water changes and get rid of the parasites. Symptoms: Fish gasping, pale gills

Could be a virus like spring virema or carp herpes. Viruses are very hard to fight in fish. If the fish is in bad shape consider euthanasia. Otherwise use strong antibiotics to ward off infection. Always wash your hands after handling aquarium water.

Ripping out a goldfishes scales is like ripping out a part of its skin. It'd probably bleed for a while. If it'll survive, im not sure..

Give him a salt bath ,this will ward off infection.Place him in a bowl / container / hospital tank. Add 1/2 teaspoon of salt to the water Leave him for 24 hrs repeat the treatment daily for 1 week.Oxygenate the water if you are leaving him for longer than 24 hrs.Make sure you dissolve the salt before placing it in the tank.-1/2 cup of hot water 1/2 teaspoon of salt,allow the salt to dissolve,then top up with cold water,add to tank.Stir water with your hand .
