First, you need to get the text "snapshot" from the PDF format "readable" by a program. A good one that has worked for me is OpenOffice.org

Download the current version here:

Next, you need a text-to-speech conversion software:

www.adobe.com would be your BEST place to look for a PDF reader....they also have a writer too I believe go there to get your best answer to this question....that is what I use and alot of others do too....
