In the movie when they first show Roy Mustang (when its snowing), after Breda & Havok are done talking to him & there leaving Breda says "Maybe Lutent Hawkeye should of come" & havoks says "Don't kid your self she wouldn't come, Doubt she want to see Mustang like that. Any way i don't think the lutents the one hes waiting for."
So my question is this: who was he waiting for?
I think its Edward, But i'm not sure. So if you know please tell.

Yep, it's Ed.
Many people have taken a skeptical side to that -- implying that Mustang and Ed has a "more than friends" friendship; leading to some very gross fan-fictions.
It's not really cleared up at all during the series or the movie, but it's better to take a naive approach to that and just call it friendship.
Anywho, enough of me rumbling on, it's presumed that it's Ed he's waiting for, towards the end when Mustang meets up with Ed and Al (in the sky xD) Mustang seems more upbeat, maybe for seeing Ed again, and knowing that he's actually alive.
-That could be why he's waiting for Ed, hoping that Ed is still alive.

yes it's ed. later in the series you can tell he starts to care for ed. my guess is he started to feel guilty that ed was gone because he was the one that made ed want to join the military. his guilt lead to his seclusion. therfore ed coming back was the only thing that could make him happy again.
