It depends on the species. Some are poisonous (why they have the bright coloration), others are just mimics. Here are two links where you can look up more info:

No they are not but you should always avoid getting frog secretion in your eyes, mouth or open wounds. Also, if you have to handle, wear latex gloves and wash your hand throughly to prevent Samonella and other infectious diseases.
