Different agencies depending on what the problem might be. HM Revenue & Customs checks you're not violating any tax legislation, local Trading Standards officers will make sure you're complying with legislation on the services / goods you provide and you're not scamming people. OFT will make sure you're not ripping off the public on a grander scale.

The key is that any of these bodies can just decide to inspect you - but none of them will automatically.

Companies House they have records of different companies, you can see when returns for tax and VAT are due or if up to date when next ones are due, there are only certain hours you can get the info on the Internet.
