That question is technically unanswerable, in that rainbows are not located anywhere geographically, but are optical illusions caused by the presence of sunlight shining through heavy atmospheric moisture. Since there IS no 'over the rainbow', it's not possible to ask what is there.

That doesn't mean that we shouldn't dream of a better life, mind you.

There used to be children stories that if you cross the rainbow you will turn from boy into a girl and vice verse. This was adults' way of telling children, just like it's not possible to turn into a boy if you are a girl, that's how impossible it is to reach a rainbow and cross to the other side. Mind you, this stories are old, back then a boy could not become a girl.
