My mother-in-law is notorious for threatening people with what they will or won't inherit when she's dead. She apparently has written up a will that specifies this.

When she dies, won't everything just belong to her husband? Or can she say "My husband does not get this... it will go to my best friend. He won't get this... my sister will get it." It seems like she can't really do that legally unless her husband agrees with it.

Yes they can if they choose to... It is their choice and their will for that matter... A will is very important.

actually, legaly she can do anything that she wants, she can leave items to whomever she wants, and her husband is a dumbass for accepting that instead of having a serious talk with her about it.
