The child support enforcement officer is mistaken. They are responsible for collecting your money. The money should be going to them, and they send it to you. That's the way it works in CA. Go back and insist on talking to someone else. They are the ones that have to help you. Ask to speak to a supervisor. Tell them you want to see the records of how much they have collected. Keep good records of how much you receive too. Make copies of all checks, money orders or cash. There are always low cost legal clincs that can help you fill out court papers too.

If all else fails, see your local DHR (Department of Human Resources) which you can find on the Internet. They are usually able to help (and in most instances without a fee). In all else fails, you may have to get assistance from an attorney, though they do not come cheap! Good Luck!

well the honor system doesnt work, thats been proven. thats also why the state and federal government passed such strong laws for child support.
they are tired of people not paying for their kids.
your attorney visit sounds about right. sorry, but they can only take a certain percentage of someones checks. they can also tell him to get a second job, if the funds are doing it.
he doesnt actually think he has a right to claim the child(ren) on his taxes for deductions does he? he doesnt provide over 50% of their expenses with those payments, so he cant.
as for the tips, they know he doesnt report them, and can do nothing about it. the only thing you can do is ask for another court order; one for child support and one for daycare expenses, etc.
if he misses payments, skips them, etc you can ask your caseworker for an enforcement hearing; at this ask for a 'two week stipulation' (or what ever its called in your state)to be put on your case, due to his irregular payment history. that is where if he misses two weeks worth of payments, they can issue a warrant for his azz.
if you feel your caseworker or cs department are not on the ball, contact (in writing only) your regional Federal Child Support Office; give them your contact info, case number, problem and ask what they can do to help. they may not do much, but they can put heat on the case.
here are some links to help you; one is a cs calculator, just click on your state and fill it in (its to give a general idea as to what will be paid). some are to answer questions you may have about custody, visitation, etc.
also, please take the time to sign the petition...
