(r + 1) / 3 <= r - 2

First, multiply both sides by 3.

(r + 1) <= 3(r - 2)
r + 1 <= 3r - 6

Move all r terms to the left hand side; everything else to the right hand side.

-2r <= -7

Now, divide both sides by -2. This flips the inequality.

r >= 7/2
