I'm not a scout but I'm just curious:
1. How are you suppose to get undress in 20 secs?
2. Rescue the victim is he's stronger than you are?

Undress in 20 seconds- pull shirts off over your head while kicking off shoes, then shove pants (but not underwear) down and off- go!

A victim who is stronger is not a big issue. If they fight, you dive to break the hold, come up a little away from them, then try again. As for pulling someone heavier, a good side-stroke usually does the job nicely.

Getting undressed in 20 seconds isn't hard. Give it a try sometime.,
Rescuers use the row, throw, tow and go routine. You use ia boat if one is handy, you throw a swim aid (a life ring or anything you can tie onto a rope that will float and give the person something to hang onto) you approach them with something in your hand -- an oar, a life jacket - anything they can grab onto without grabbing on to you.
You go to them and physically grab them only as a last resort. as you don't want two peope to drown. Usually you approach them from behind, talking to them and telling them what you are going to do and also telling them that if they grab you, you are going to let them go. If they won't cooperate, you won't help.
You can often grab them by the back of the shirt or jacket collar and tow them in using that. The cross arm carry etc. is most often used on unconscious victims.
