Do you mean surface tension? This is the force that gives water its "skin" and it's effects are visible at the water / air interface.

Air is a mix of gasses like Nitrogen, Oxygen, Argon and Carbon dioxide.
Water is a liquid compound.
They are different in the same way a horse is different to a brick or the moon is different to a sheet of iron. They are entirely different things - the main similarity is that they are made of matter and exist within the universe of space and time.
I guess the closest answer I could say would either be the laws of matter which are pretty much without size but cover all the universe, or the will of God which is if anything bigger.

the air is some 1000 times lighter than water.
the reason is is their density ratio, look in a handbook.
