I don't think that actually rooting through the trash itself is a crime. However, if you find bank receipts, account numbers, etc, and try to use them to get money, I would say that is a crime.

ignore the above poster who said trash is "public domain." Once trash is "put out to the curb for collection" it USUALLY becomes vested in the municipality that administers the collection.
(In english, once the trash is put somewhere awaiting pickup from a garbage truck, the town becomes its owner)
there are ways to avoid being fined for rooting in garbage, but you'll have to look at your local trash ordinances (your city has some, they're probably able to be accessed on the city/township website)

it wouldn't be theft, because the property being "stolen" has to belong to another person to constitute theft. Once property has been discarded it no longer belongs to its previous owner.
but like karl said, it may be against your local council/municipality/etc's bylaws to go through the garbage. As long as you didn't make a mess I dont think anybody would care. I very much doubt a bank would put a bankcard in the rubbish bin in these days of identity theft, though. It would have been destroyed if they weren't going to give it back.
