The lighter eye colours evolved to let more sunlight in in colder, darker climates such as Scandinavia. The northern Europeans invaded other parts of Europe so they spread their light eye colour genes, but there are also lots of Europeans with dark brown eyes and not just in the southern countries.

Genetic variations. Most Europeans have light eyes because of a common genetic mutation controlling how much melanin they produce and where it's distributed. There are also people with mixed ancestry who do. I have gray eyes (one green gene and a brown gene not being fully expressed forms that) and am half Native, half Irish.

If you mean Europeans...well, they don't need the pigment to protect their eyes from the sun such as Asians or Africans because it's cold there. If you mean the west side of the USA, well...not most of them have blue eyes.

Well I grew up in Arizona and I still live there, but I have Blondish Reddish Hair and Green eyes. I don't really know why but maybe because it is hotter and we have more sunny days!
