You don't need printers for getting a web site done. You can do it yourself as long as you know HTML, CSS, Javascript and a bit of graphics. It also depends on what sort of website you want. If you want something very simple like a personal webpage, you can do it yourself. There are free template available on the net. Just google and you'll find heaps. If you are after dynamic website with a fair bit of programming involved, then you will need someone to do it for you.

call and ask your ISP (cyber web provider provider) approximately it. I even have 2 web pages by using my community organization which grant me with 2 web pages for $35/month. One is on a very own residing house page/MySQL server, the different is on a only common HTML only server.

You can make it yourself if you know enough stuff.
HTML, PHP, Java
Various programs can also help you such as MS Frontpage (from Office)
Or the various Dreamweaver packages.
If you want it done professionally I would recommend finding web designers in your area nad contacting them, shop around for the best price and best designs to suit your needs tho.

has a bunch of good free templates then you just need a web host (there are hundreds out there) and a little html knowledge is good http://www.w3cschools.com would be a good place to start on that. then you just need to buy a domain name (again, hundreds of people want to sell to you) and you're in buisness

your isp usually sets aside some space for you to do your own web site in HTML . Go to their home page and look. It is quite easy really, just be patient and don't expect to do it all in one day.

I would suggest checking out http://pages.google.com, this free service for simple websites first. it has easy to use tools so that anybody can create a website.

Frontpage is easiest but it doesn't always come out like you want it to. HTML or XHTML are best; I recommend CSS too if it's a big web site.
