.
First check all of your physical connections.
I think you've progably already done that.
Next:
This is an installation problem. Your pc is not "seeing" the DVD rom as installed.
To get windows to reinstall the DVD ROM
RIGHT click START > left click EXPLORE >
In the left panel of your Explore window
scroll down to the drive for your DVD rom
Now, RIGHT click and > DELETE
Restart you pc
Upon Restart your Windows OS will "see" the DVD Rom and new hardware and install it. Follow any prompts is needed.
You should be good to go.

I must admit this is a guess but have you tried moving the jumpers on the back of the dvd drive ? If you look at the back of the drive there are small pins with a sleeve that goes over the top , you may have to set this to slave or master.

Have you done it through "Add new hardware" the little bubble that appears near the clock, when you connected it up.
With some hardware you have to install the drivers from CD but also install it through "Add new hardware" but still using the driver CD in the drive.
