No, of course you don't, you can have sex at any time. But if you have sex and you haven't had your first period yet, it's unlikely that you'll get pregnant. But don't forget it's still important to use protection even if you haven't had your period. If you have, it's even more important.

20 huh? 3 days ago you were 11. Hmmm. In your case, I would say yes, you have to have had your period for at least 10 years before having sex.

Do you mean JUST BEFORE? Normally a woman has a period between sexual encounters anyway. There have been instances where a GIRL becomes sexually active before having her FIRST period. Your question is a bit ambiguous. Try re-wording it.

No, you don't. You don't have to go through puberty to have an orgasm either. Infants have had them.

NO WHICH YOU BEGIN HAVING SEX IF YOU HAVENT HAD YOUR PERIOD YET MEANS YOU WONT BE ABLE TO GET PREGNANT YET THAT'S ALL.BUT IF THIS IS THE CASE THE PERSON HAS NO BUSINESS HAVING SEX AND UNPROTECTED.
