No!!! I know for a fact that NZ has ordinances against that and it is strictly adhered to !!!!!!!!!!! It is a Beautiful Country & people are law-abiding !!!
I also believe A. has like laws.

Sure they can, and they often do. This guarantees the folks at animal control will keep their jobs.
