Okay, so if Phil is fro mthe year 2121, and since he went back to his home year (2121) is it possible that can go EVEN FARTHER into the future? Like while he's in the year 2121.
Like, to the year 3000. or something?

Possible, yes. probable no.
As I remember it, time travel is limited to weekends or vacations and according to the last show, they invented the Diffy rule prohibiting any more recreational time travel, especially to the past. As for the future, that would more that likely have already been illegal because to leap forward in time is to cover one's tracks. They could see their own future and avoid problems creating other problems in the process.

Yes, because if he couldn't go to the future using a time machine, then he wouldn't be able to get back home via time machine!
