The below link from the U.S. EPA lists the regulated emissions (Hhydrocarbon, carbon dioxide and Nitrous oxides) pollutions for all cars sold in the U.S.

There is no discernable difference between foreign and domestic, in my opinion. This follows from the fact that all cars have to meet the same standards, which means they need a mix of vehicles at each of the emission standards. No one trys to over-achieve on these standards to my knowledge.

The site also lists achievement on "greenhouse gases", which effectively means carbon dioxide. This is no an explicitly regulated emission, although certain regulators, especially California, are trying to make it so. Since Carbon Dioxide is directly proportional to fuel consumption, it is indirectly regulated by Federal Fuel economy standards (so called CAFE standards).
Here you will see that small cars and hybrids look good. The Japanese have more small cars because this was there entry to the U.S. market.

California has higher standars then most Nations do, so if a company wants to sell cars there, they have to meet the high standards.

Neither. If they are sold in america, they have to meet certain emission standards, or they can't be sold.
