My mum and dad applied for planning permission to have an extension, to make our house bigger, but i got refused, and this is the pathetic excuse: "Because it might over-shadow you neighbours garden...".

Anyone else agree that thats just a really stupid excuse? and does it really matter?

It can be a very good reason to refuse planning permission, but without catching sight of the plans, I can't pass judgement.

that is a valid reason for refusal. get the extension redesigned so it doesnt overlook the neighbours or block out their light

did your neighbours object ?, the councils are hot on 'right to light', but only if they received an objection to the plans
