i have a virus in one of the folders in there called "Web Surfer..." . is it bad to delete the folders/files within C:\documents and settings\User\local settings\temp? or if you know where it is located, what file/folder is it located in?

You can delete all the files and folders inside the temp folder as they are all temporary files that have already been put to use.

However, if you are unable to delete the virus if it is in use and cannot be removed, download regrun from the link below and use it to stop the program from running.
Once the program is stopped you can easily delete it.

No way will removal of cookies do the job. Nor will you remove it by deleting found file in C:\ That thing is loaded into your Registery and has ability to heal itself originating there.

Id say its not a virus its a Trogan Horse is what it is. Download the Spybot free program and it probably will clean it out of the registry.

If not, when spybot runs at the start of computer, I mean at start up, then hit "Fix" and it will indicate whether or not it has fixed and removed it.

Now lets say it Has NOT. then change that + on Spybot and the program to a -, that should pop out "Registry" there
Click on Registry there and that will show just where in Registry it is. You have a Windows ME or Nt 2000? Then it has a registry back up so dont worry. If you have 98, back up the registry first.

Remove it from registry. It will be gone forever.

Lets say that messed up stuff. Then go to Start, Programs, Accessories, System and system restore and restore registry to an earlier date.

clear history
delete files
delete cookies
it is probably one of the cookies
