I have heard some people blame blame blacks and hispanics for high crime rates and high prison rates, etc.. while others say this is not so, or may even say that whites have the highest crime rates. Which is correct.. and please provide a proof or reference for your position - no opinions without facts!

Yes.
Im not gonna go into proof because if i did i would be labeled a racist.
I will say this. Look up prison statistics by race. Look at what race has more people in prison, yet are the minority of the population as a whole.
Im just giving the facts is all.

What people who cite disproportional prison populations forget is, blacks and hispanics disproportionally make up the ranks of the poor, and, lots of cops just pick up the nearest person of the right ethnic profile, and tell them no one is going to believe them, so they should confess.
They also forget that most violence and other really destructive behavior is caused by the few rich white guys that own the government, so are never imprisoned for their crimes.
Actually, if you are looking for the group most represented in prison, it would be victims of child abuse. An overwhelming majority of prisoners were abused or neglected when they were little.

Absolutely yes.
The HUMAN RACE has a highy disproportionate rate for violent crimes. Especially towards other humans.
I have never heard of a dog convicted of caninicide or a bird convicted of avianicide.
We have so much to learn from non human animals, earth, nature about how to behave ourselves.

Blacks and hispanics commit mostly crimes of economics or drugs. Whites commit the really violent heinous crimes like rape and murder and child molestation.
To Just Dave above, there may be more blacks in prison because we imprison people on even the smallest of drug offenses.

My husband works in a prison and he said the majority of non-violent crimes are by blacks and they shouldn't even be in prison and the majority of crimes that are violent are by whites.

Hmmm..okay...do the math....90% of prison inmates are Black...therefore they commit 90% of the crime.
