Acne break-outs could be a sign of a hormonal imbalance.

If you have been trying to conceive for as long as 17 months there is something going on that you need to get checked out, it should not take that long and this break-out could be a symptom of a problem affecting your chances of conceiving.

I would highly recommend you start using Fertility Awareness Method to determine if there are any problems (using FAM you should conceive, or know why you are not yet pregnant within 3 months) that would help get rid of the acne problem and help you conceive. After a little while of using FAM then go to see your doctor, you will then have a good idea of what is going wrong to show your doctor, thus avoiding possibly painful and expensive testing.

Right now my skin is perfectly clear, for the first time in 3 years. It's been about 9 weeks and all my acne is gone. It is such a great feeling to wake up with clear skin.

There's definitely a relation between oil production and a woman's cycle, but it varies with the individual. For you, breakouts could very well be related to ovulation.
