If the education system was up to par and had civic class, then most 9th graders should know that Washington, D.C. is a only a district unto it's self. It is not in a state and it is not a state. It is a area of land dedicated for the government to do business. Like neutral territory.

Washington D.C. is a separate entity. It was made out of land from both Maryland and Virginia. It was done that way so as to stay neutral in issues. Founding Fathers= smart cookies.
