By number, what do you mean?

If you mean real number, then there is no solution.
If you mean integer, then the answer would be 9.
If you mean natural number, the answer is 9
If you mean rational number, there is no solution.
If you mean irrational number, there is no solution.

To elaborate:

Suppose you meant "real number." The reason why there is no solution is because suppose that r is the smallest number less than 10. Then r < 10.

Consider the number (r + 10)/2, the average of the two numbers r and 10. Clearly, (r + 10)/2 is a real number smaller than 10, but it's also bigger than r. That means we've just found a number bigger than r, and r is NOT the smallest number less than 10.
