I would suggest that an ideal date for a third year anniversary would be to return to the place you first met or the first restaurant or coffee shop you had a meal. It may be someplace simple or an upper scale place but may be somewhere where you haven't been in a while. Not only will you have a few laughs about your first meeting but also rekindle some old feelings. Perhaps not the most romantic of ideas that you will receive from answerer's but it is an option anyway.

anniversary for what? dating? married?
dating means nothing much if it goes that long without further commitment. Married on the other hand, is up to the couple.
