I want to do this because some websites require download limits and I want to download more.

You cannot change your IP address. The only thing you can do is try disconnecting your internet connection. By this I mean switching off your cable/DSL modem and turning it on again. If you are using dial up connection then just disconnect from your PC. What will this do? The internet service providers lease you the IP address for some. It varies from provider to provider. Typically its 2-3 days. After that period you connection is assigned a new IP address automatically. Disconnecting may get you a new IP address. But this is all about dynamic IP address. If you have static IP address connection then you cannot change it at all. But I am sure you don't have the static connection. So try disconnecting, you might have to disconnect few times. Every time check if you IP address changed.

can't do it.

if you have a shared website you share your ip with many others on that virtual host.

if you have dsl your wan ip is given by your dsl provider.

if you are using a network behind the the router you have some say in it.

but aside from that, you can't change your ip.

there are programs that you can download that will auto change you r ip every time you start up and internet application. just search "ip swichers"
