I think it's the 4th and 8th grades who have to take these high-stakes tests... do they still give these tests?

no.I don't think so.I have a niece and she is in the fourth grade and she doesn't have to take it.

YES, THEY HAVE TO TAKE THEM EVERY YEAR AND IF THEY DONT PASS THEM THEY DONT GO TO THE NEXT GRADE
