Assuming the tray has the about 1/2" sides many do,
Sprinkle automatic dishwasher soap in the tray (maybe 1/8th to 1/4th a cup.) Add very hot water and stir to dissolve the soap. Let soak a few hours. Scrub and repeat if needed.

If you have no edges,
Fill sink with hot water. Dissolve maybe 1/3 cup of automatic dishwasher soap. Lean tray into the water and soak. Scrub the part that was under water then turn and soak the other half.

After cooking or baking, you should always soak the pan in hot water, when you are ready to clean it, use SOS soap pads and elbow grease just scrub it, if its been there for awhile you might have to work at it. Have fun.

The best way I've found is to scrub with a paste of baking soda. Especially great for the broiler pan.
