Okay...well, I can understand not wanting to scare her off by saying the wrong thing to soon. BUT, listen, you dont have to use the word "love"...not just yet. There are a lot of other things you can say right now. When you find out she feels the same, then yes definitely tell her. For now you need to ease into it...take it slow and give it some time. Start off by telling her all the things you like about her, how much you like being with her and seeing her...see her reaction and see what she says. When the time is right you will know.

Make the friendship as deep and wonderful as possible without any sexual pressure. Once you love each other equally as friends, then she will fall for you with a simple nudge. During the course of your friendship give her complements that are about her, not her body. tell her that you think she's awesome and that you like hanging out with her. Then when you're going to make the nudge, make the complements about her eyes and the way she smiles and other little observations. Women fall in love with their ears first.
You sound so considerate, she's lucky to be in such good hands.

Be sincere, smile. Simply say you're enjoying the time getting to know her and it makes you feel good, not just about her, but also about yourself when you're together. From there you might get a good feeling how the relationship is going and get a better judge on timing when the other three words can leak out.

Did you start by telling her that you liked her? If so, and this went well, you have nothing to lose by stating your feelings to her. If she loves you too, then you are golden! If not, at least you told her. The worst thing would be to not tell her and then find out later that she loved you too, but now is married or something. Good luck!

are you in a relationship?? if you are feel free to but if you are starting to date then its a BIG repeat BIG no no. complement her on her eyes clothes shoes stuff like that and the ever famous wow you look great tonite/today stuff like that
