I'd vote for #1. I don't think any religion should be the backbone for government and civil law.

Well, so long as the purpose of the democracy is achieving meritocracy, and not simply a popularity contest.

Hey Franco... Don't you think that if muslims were capable of deciding on a type of governmant, they would already have done so in Iraq? These barbarians fight amongst themselves, from nothing more than being of a different religious faction of islam. Let's hope it keeps up and they eventually kill each other off!
