Forget "open calls"! Be proactive! Get out there and start pimpin' yourself out!
Of course have your comp cards and portfolio ready and be ready to walk for them.
As you visit and talk to agents you will be able to find someone that is right for you! Shop around! Find someone you like.
Set up a website! So you can show all of your work.
NEVER GIVE UP ! ! !

Many modeling agencies will have "open calls" where you can take your headshots or portfolio and go in to meet with them. Check your nearest big city and see what agencies are there and make some phone calls. But make sure to do your research and make sure they are legitimate!!!
