I guess "kooky" is a relative term. I can pin a Beatles tune to just about everyone that I know, but none of them really seem...kooky. I have different Beatles tunes for each persons ringtone on my phone.

Eleanor Rigby because the woman in the song is lonely and does strange things. She picks up the rice at the church where a wedding has been, wears the face that she keeps in a jar by the door (different person when she's in public), and nobody comes to her funeral either because no one bothered to get to know her or she was too weird to be friends. Pretty sad, actually.

The first song I think of is "Lucy in the Sky with Diamonds"
Because that song is very quirky, and it fits with the word "kooky."

Mean Mr Mustard
Theres a homeless person near where I work
who dresses in shabby clothes and sleeps in a nearby park
so I refer to him as Mean Mr Mustard,
I give him spare change on occasions, though he is too proud to beg
