The lcd backlight gets less bright with use, and this software changed gamma and other system values to make you not sense the difference too much

It's not an Apple utility. It was a freeware that worked better than just a screen calibration.

It's under the Displays system preference, not in utilities. Click on System Preferences then on Displays, then on Color and, finally, on Calibrate. Follow the instructions to recalibrate your monitor.
