Is it legal if your mother trys and takes your cell phone that you own, and pay for? Also, you're over the age of 18 and still live w/her. Also, is it right that your mother bruns your college homework if you don't do what she says and doesn't let you study before you do what she says that will take all day and your test is tomorrow?

no its not legal but if you press charges in court like small claims or one on tv but your mom will probably kick you out if you do

The legality of this is beside the point. While it is not legal for her to take something of yours, and destroy your things, you would have a rough time taking it to court.
It sounds to me like you should start looking for your own place or a place with friends/roommates.
It doesn't look like the dynamic in your current situation will allow you to accomplish what you need to (as in attend college, do well, graduate)
You might have to have a job that pays a bit better, or work more hours or do without a few things, but it will be worth it. The legal/illegal thing will just cause you a whole bunch of headache and alienate your mother. And you don't need that!
