You have already tried my first answer . So here's your fix. Install another thermostat near or on your furnace where it is hidden Set it appropriately and disconnect the wiring to the one everyone adjusts This message will not self destruct in 10 seconds so you will have to do it yourself.

You've already received some very good answers about programmable and lockable thermostats. You've also received a clever one about disconnecting the existing thermostat and use it as a dummy decoy while installing a really functional one elsewhere. That last trick has been tried in offices and it does work for awhile although intelligent people will eventually get wise to the deceit.

There's another solution which is a compromise but it may be long lasting and it has a chance of bringing peace to the household. Talk to your family and ask if anyone would like to have a small unit heater in his/her room. Give those who want unit heaters one each and tell them they are not to play with the main thermostat anymore.

Buy the safe kind (ceramic heater). It costs around $15 each and it will pay for itself in no time if it means you can keep your central thermostat at a much lower temperature (say 70 rather than 80). You'll be more comfortable and so will the person who prefers it really warm in his/her room. I even keep one in the family room and one in the kitchen, just in case and they have solved a lot of problems.

Do what they do in our church.. get a stainless steel box, a little hasp and a padlock and that will keep everyone from changing your thermostat. Make sure the box has at least 4 points of contact and you use molly's and long screws into the wall area. The only way they are going to take that off if they rip the whole wall apart.
p.s. if they do get through that you have to tell them to leave or start paying 1/3 of the bill that comes in every month. But in a family you shouldn't have to deal with that sort of insolent behavior.

I see you have a PGE (CA) troll in the house also - I think Honeywell makes a programmeable (and lockable) digital Thermostat -

You could always lay down the law or present the offender with the utility bill - or since they don't need them, start gathering their sweaters and blankets in anticipation of a garage sale (you can use the money to pay the power bill) .......... :)
