Based on Idi amin who had an obsession with Scotland. He liked to give himself trumped up titles and buy medals and award himself them (VC). he declared himself to be:
"His Excellency President for Life, Field Marshal Al Hadji Doctor Idi Amin, VC, DSO, MC, Lord of All the Beasts of the Earth and Fishes of the Sea, and Conqueror of the British Empire in Africa in General and Uganda in Particular."
another title he awarded himself was
"King of Scotland"
He was president of Uganda from 1971–1979.
The doctor character is roughly based on an englishman called Bob astles and the film is based on the book by giles foden. Astles existed and was an associate of Amin. He was head of the Ugandan anti corruption squad and Amin's advisor on the UK. In uganda he was known as Major Bob or the white rat..
EDIT and for the eejit below check the National archives for idi amin
http://www.nationalarchives.gov.uk/documentsonline/victoriacross.asp
and you won't find him anywhere. check yer facts before you spout. Idi amin did not win a VC. He enlisted in 1946 and was originally in the laundry in the KAR. He did fight the Mau Mau but show me a VC won there. Frankly the standards of answers here is appalling. No research at all.

All the incidents were true as regards Amin.
But there was never a scottish doctor. This character is fictitious entirely.
As a Scot, I recognise Amin's claim to the throne of Scotland. It was just as valid as anyone else's.

It is based on the debut novel by Giles Foden, the character played by James McAvoy is loosely based on Idi Amin's associate Bob Astles.

The doctor is a fictional character, but it accurately portays the kind of unbalanced, yet charasmatic madman that Amin was!
Ignore the eejit above, Amin's VC was 100% genuine. He may have been a nasty dictator but he got where he was through bravery and with the help of the British Government who tried to deny it was genuine but who believes those as#holes
