That's called lanugo. It's left over from the fuzzy covering babies have in the womb. Please don't remove it. It's a part of her babyhood, and will fall out when it's time. I always thought it was so precious, when my kids had it on their tiny backs for a few months. Just let her be who she is, and appreciate each step of the way.

She's so little, I wouldn't mess with it at all. In the uterus babies are covered with a fine hair that helps protect them. As she gets bigger and older that hair will fall out (and probably the hair on her head as well) on its own without any kind of intervention. Babies go through a lot of physical changes during the first part of their lives as they adjust from being inside mom's tummy to being part of the outside world. It's not all instant. If you really have concerns about it you should talk to your pediatrician and they can give you the final word in advice.
